Appointed by the Board of County Commissioners, the County Administrator serves as clerk to the Board, manages the Board's public meeting agenda, and maintains records of Board meetings.
The Commission holds jurisdiction over those County officials and employees who are not covered under the State ethics law (County Code, Title III, sec. 34).
Annually, the Commission submits a report to the State Ethics Commission, showing County compliance with State regulations (Code State Government Article, sec. 15-803(b)).
Appointed by the Board of County Commissioners, three members constitute the Ethics Commission (County Code, Title III, sec. 34.03).

The Department oversees the Finance Office, and the Office of Tax Collection.

Appointed by the Board of County Commissioners, the Supervisor directs the Office.
OFFICE OF HUMAN RESOURCES
DEPARTMENT OF TECHNOLOGY & COMMUNICATIONS
The Department of Technology and Communications seeks to improve the efficiency and effectiveness of County operations by improving the County’s digital infrastructure. To this end, the Department supports the hardware and software needs of County offices, and develops programs and procedures allowing easy public access to government information.

As the central office for all County government fiscal matters, the Department of Financial Services coordinates revenue and debt matters for the County, and directs fiscal programs and procedures required for the County budget.
FINANCE OFFICE
The Finance Office collects and maintains fiscal records for all County government departments, including Roads, Solid Waste and Recycling, Public Utilities, and the Garrett County Airport. It also records all nontax revenue accrued by the County. The Office processes the biweekly payroll for the Courthouse, Roads Department, Landfill, and several other quasi-County agencies. In addition, the Office reviews and processes all County invoices, and helps to create the County’s annual budget.
Duties of the Office of Tax Collections began in 1888, when the Supervisor of Tax Collection was authorized to collect and record tax revenues for the County. The Office bills and collects all County taxes, as well as fees from water and sewer services, and animal licenses. The Office also collects property taxes on behalf of the State (County Code, Title III, secs. 31-20 through 31-26).
County personnel matters are administered by the Office of Human Resources. Duties of the Office include oversight of employee relations, benefits, compensation, and maintenance of personnel files.
Duties of the Department of Technology and Communications began within the County Department of General Services. In 2009, the Department of Information Technology was created under the County Administrator. In 2012, the Department merged with the Information Technology Department of the Board of Education, and assumed its current name.
