In October 2013, the Frederick Regional Higher Education Advisory Board was established (Chapter 375, Acts of 2013).

With Hood College, Mount St. Mary's University, and Frederick Community College, the Advisory Board works to establish the Frederick Regional Higher Education Center. Moreover, the Board supports the development of higher education in the Frederick County region, and works with local institutions of higher education in accomplishing their missions. The Board also markets and promotes programs offered by the Frederick Regional Higher Education Center, and promotes interaction between local business, education, military, nonprofit and Frederick National Laboratory communities.

Board members initially are appointed to three-year terms by the Major Employers Group of the Frederick County Chamber of Commerce.
