In August 2003, the Task Force to Study the Financial Impact of Retired Military Service Personnel on the Economy of the State was formed (Chapter 94, Acts of 2003). The Task Force considered the number of retired military service personnel in the State and the number of retired military service personnel engaged in a second career or secondary employment of any kind. It estimated the average total income of retired military service personnel, and what goods and services they tend to purchase. In addition, the Task Force was to determine the cost of services provided by State, county and local governments to retired military service personnel and their families. It also reviewed the total tax burden faced by military retirees.

In December 2003, the Task Force reported to the Governor and General Assembly. Authorization for the Task Force ended December 31, 2003.
