In June 2013, the Commission to Study the Regulation of Payroll Services was authorized (Chapter 344, Acts of 2013).

The Commission studied Maryland's payroll services industry - its function, size, and structure - and its role in the State's tax payment system. Oversight and regulation of payroll service companies elsewhere also were examined by the Commission. Further, the Commission considered how to regulate payroll service companies in the State; how best to prevent fraud in tax collections and payments; and the feasibility of licensure or registration, and their potential benefits.

On January 15, 2014, the Commission submitted its report to the Senate Finance Committee and House Economic Matters Committee.

Authorization for the Commission ended June 30, 2014.
