In March 2010, the Governor created the Maryland Health Care Reform Coordinating Council (Executive Order 01.01.2010.07). Since the implementation of federal health care reform is a shared federal and State responsibility, the Council reviewed the federal Patient Protection and Affordable Care Act of 2010 and identified what State laws and regulations were affected. A timeline of decisions and actions for the State in implementing provisions of the federal law, and a computation of its annual fiscal impact on the State budget were developed by the Council. Finally, the Council made comprehensive recommendations concerning health care reform policy and implementation.

The Council consisted of thirteen members. Nine served ex officio, two were appointed by the Senate President, and two by the House Speaker (Executive Order 01.01.2010.15).

On July 26, 2010, the Council submitted its interim report to the Governor. On January 1, 2011, the Council submitted its final report.
