The Education Reform Act of 2010 requires the State Board of Education to adopt regulations establishing general standards for performance evaluations of certified teachers and principals (Chapter 189, Acts of 2010). In keeping with that statute, the Maryland Council for Educator Effectiveness was authorized by the Governor on June 1, 2010 (Executive Order 01.01.2010.12).

The Council developed a model system for evaluating these educators that defines "effective" and "highly effective" teachers and principals, and specifies how measurements of student learning relate to other components of the evaluation. The model system had to ensure that every educator is evaluated using multiple, fair, transparent, timely, rigorous and valid methods. Further, every educator is to be given a meaningful opportunity to improve his or her effectiveness, and the means to share effective practices with educators statewide.

To provide the Council with expert advice, the Council was to create an advisory panel. To address specific issues, the Council also was authorized to create work groups.

On June 21, 2011, the Council submitted its initial recommendations to the Governor, the General Assembly, and the State Board of Education.

Authorization for the Council extended through December 31, 2011. Thereafter, the Council decided to continue meeting in 2012, to evaluate and make further recommendations concerning the pilot evaluation system and regulations.

On April 18, 2012, the Governor extended authorization for the Council through December 31, 2013 (Executive Order 01.01.2012.09). In December 2013, the Council submitted a final summary report with an update on the progress of local districts in implementing their new educatior evaluation systems.
