In 2003, Energy Management Division was created within Facilities Operations and Maintenance. To save energy and reduce cost, Division analyzed State's utility bills for accuracy and usage trends, and monitored a database tracking such usage. Division also promoted energy efficiency in State buildings and implemented conservation practices.
In 1992, Energy Projects and Services organized under Engineering and Design Division, which became Project Management and Design Division in 1996. From Dec. 1999 to Jan. 2001, Energy Projects and Services functioned under Assistant Secretary for Facilities Planning, Engineering, and Construction. In Jan. 2001, it became an independent division, and in July 2007 was placed under Office of Energy Performance and Conservation.
Under Office of Secretary, reorganized as Office of Communications and Marketing in July 2008.
Under Procurement and Logistics, reorganized as Construction Contracting, and Facilities Maintenance Contracting in 2002.

Under Land Acquisition and Disposal, Program Open Space Unit started in 1996. It acquired all Open Space property for State parks, wildlife preserves, and natural environment areas for Department of Natural Resources. To secure such property, Unit obtained independent appraisals, negotiated with owners, secured purchase options, and requested Board of Public Works approval on proposed terms of purchase. Disposition of excess property and property transfers between State agencies also were processed by Program Open Space and presented for approval to Board of Public Works.
In March 2003, combined with Governmental Affairs to form External Affairs.
Under Maryland State Agency for Surplus Property, functions assumed by State Warehouse Operations in 2000.
Under Maryland State Agency for Surplus Property, phased out in April 2008 when State shifted to on-line auctioning of surplus State property.

Year-2000 Compliance Office was created in March 1999 within Office of Secretary. With Maryland Year-2000 Project Management from Department of Budget and Management, Year-2000 Compliance Office worked to ensure that Department technology was Y2K-compliant. For Department business functions, Office oversaw development of risk management analyses and contingency plans.
