ANNAPOLIS DUPLICATING CENTER
Transferred as Printing and Publications Center to Office of Communications under Comptroller of Maryland in Aug. 2004.

BUSINESS ENTERPRISES & TECHNOLOGY SERVICES
Under Procurement and Logistics, restructured as Office of Business Programs and moved to Office of Secretary in July 2012.

CENTRAL GRAPHICS SECTION
Under Visual Communications and Digital Imaging Division, renamed Visual Communications Section in Aug. 1997.

COMMODITY PROCUREMENT & PURCHASING BUREAU
Under Procurement and Logistics, reorganized as Commodity Procurement in 2003.

COMMUNICATIONS OFFICE
Renamed Public Information Office in April 2003.

DEPARTMENT OF GENERAL SERVICES POLICE
In July 2008, renamed Maryland Capitol Police.

DISTRICT COURT/MULTI-SERVICE CENTERS DIVISION
In Nov. 2003, renamed Multi-Service Centers Division and reorganized by region.

ENERGY MANAGEMENT DIVISION
In 2003, Energy Management Division was created within Facilities Operations and Maintenance. To save energy and reduce cost, Division analyzed State's utility bills for accuracy and usage trends, and monitored a database tracking such usage. Division also promoted energy efficiency in State buildings and implemented conservation practices.

In 2007, its functions were assumed by Office of Energy Performance and Conservation in Office of Secretary.

ENERGY PROJECTS & SERVICES
In 1992, Energy Projects and Services organized under Engineering and Design Division, which became Project Management and Design Division in 1996. From Dec. 1999 to Jan. 2001, Energy Projects and Services functioned under Assistant Secretary for Facilities Planning, Engineering, and Construction. In Jan. 2001, it became an independent division, and in July 2007 was placed under Office of Energy Performance and Conservation.

Energy Projects and Services helped State agencies reduce energy consumption and improve indoor air quality.

Abolished in 2013.

EXTERNAL AFFAIRS
Under Office of Secretary, reorganized as Office of Communications and Marketing in July 2008.

FACILITIES & CONSTRUCTION CONTRACTING
Under Procurement and Logistics, reorganized as Construction Contracting, and Facilities Maintenance Contracting in 2002.

FACILITIES MAINTENANCE CONTRACTING
Under Procurement, renamed Planning, Research, and Development in Jan. 2009.

FINANCE & ADMINISTRATION
Abolished July 1, 1999; functions transferred to Office of Secretary.

FISCAL SERVICES
Under Administrative Division, renamed Budget and Fiscal Services in May 2007.

GOVERNMENTAL AFFAIRS
In March 2003, combined with Public Information Office to form External Affairs.

GRAPHICS & REPRODUCTION SERVICES DIVISION
Under Procurement and Logistics, renamed Visual Communications and Digital Imaging Division in 1997.

INFORMATION SERVICES DIVISION
Under Procurement and Logistics, renamed Information Technology Group in March 1999 and transferred to Office of Secretary.

INNER HARBOR STATE OFFICE COMPLEX
In Nov. 2003, became part of Baltimore Public Buildings and Grounds Division.

INVENTORY STANDARDS & SUPPORT SERVICES
Formerly under Procurement and Logistics, discontinued in 1996.

LOGISTICS & SPECIAL PROJECTS
In April 2003, combined with Procurement and Contracting Office to form Procurement and Logistics.

MATERIALS MANAGEMENT DIVISION
Under Procurement and Logistics, renamed Inventory Standards and Support Services Division in 1997.

MINORITY BUSINESS ENTERPRISE
Under Procurement and Logistics, renamed Office of Business Enterprise in Jan. 2005.

OFFICE OF BUSINESS ENTERPRISE
Under Procurement and Logistics, restructured as Business Enterprises and Technology Services in Dec. 2008.

OFFICE OF COMMUNICATIONS & MARKETING
Under Office of Secretary, ceased operations effective Dec. 1, 2009, due to budgetary constraints; functions transferred to Office of Secretary.

OFFICE OF CUSTOMER & BUSINESS RELATIONS
Renamed Office of Communications in June 2013.

PLANNING, RESEARCH, & DEVELOPMENT
In Dec. 1993, Planning, Research, and Development formed as Services Contracting. It became Maintenance Contracting in June 2000, reorganized as Facilities Maintenance Contracting in 2003, and further reformed as Planning, Research, and Development in Jan. 2009.

Functions assumed by Commodity Procurement and Facilities Maintenance in Jan. 2012.

PORTFOLIO MANAGEMENT & STRATEGIC PLANNING DIVISION
Formerly under Finance and Administration, discontinued in Dec. 1996.

PRINTING PROCUREMENT
Formerly under Procurement and Logistics, discontinued in 1997.

PROCUREMENT & CONTRACTING OFFICE
In April 2003, combined with Logistics and Special Projects to form Procurement and Logistics.

PROCUREMENT & LOGISTICS
In July 2001, restructured as two separate agencies: Logistics and Special Projects, and Procurement and Contracting.

PROGRAM OPEN SPACE UNIT
Under Land Acquisition and Disposal, Program Open Space Unit started in 1996. It acquired all Open Space property for State parks, wildlife preserves, and natural environment areas for Department of Natural Resources. To secure such property, Unit obtained independent appraisals, negotiated with owners, secured purchase options, and requested Board of Public Works approval on proposed terms of purchase. Disposition of excess property and property transfers between State agencies also were processed by Program Open Space and presented for approval to Board of Public Works.

Effective July 1, 2011, functions transferred to Department of Natural Resources (Chapter 410, Acts of 2011).

PUBLIC INFORMATION OFFICE
In March 2003, combined with Governmental Affairs to form External Affairs.

REIMBURSABLE PROGRAM
Under Maryland State Agency for Surplus Property, functions assumed by State Warehouse Operations in 2000.

STATE WAREHOUSE OPERATIONS
Under Maryland State Agency for Surplus Property, phased out in April 2008 when State shifted to on-line auctioning of surplus State property.

TECHNOLOGY & eMARYLAND MARKETPLACE
Under Procurement and Logistics, merged with Office of Business Enterprises and Technology Services in Dec. 2008.

VISUAL COMMUNICATIONS & DIGITAL IMAGING DIVISION
Under Procurement and Logistics, renamed State Printing and Duplicating in Feb. 2004.

WAR MEMORIAL COMMISSION
Transferred to Department of Veterans Affairs on Oct. 1, 1999 (Chapter 125, Acts of 1999).

WOODSTOCK CENTER
Formerly under Facilities Operations and Maintenance.

YEAR-2000 COMPLIANCE OFFICE
Year-2000 Compliance Office was created in March 1999 within Office of Secretary. With Maryland Year-2000 Project Management from Department of Budget and Management, Year-2000 Compliance Office worked to ensure that Department technology was Y2K-compliant. For Department business functions, Office oversaw development of risk management analyses and contingency plans.
